The environmental repercussions could affect billions of people; it is also conceivable that the control of water by large multinational businesses may become a major source of conflict in this century. One particularly serious problem is the quality of water available to the poor. Every day, unsafe water results in many deaths and the spread of water-related diseases, including those caused by microorganisms and chemical substances. Dysentery and cholera, linked to inadequate hygiene and water supplies, are a significant cause of suffering and of infant mortality. Underground water sources in many places are threatened by the pollution produced in certain mining, farming and industrial activities, especially in countries lacking adequate regulation or controls.
A number of countries have a relatively low level of institutional effectiveness, which results in greater problems for their people while benefiting those who profit from this situation. Whether in the administration of the state, the various levels of civil society, or relationships between individuals themselves, lack of respect for the law is becoming more common. Laws may be well framed yet remain a dead letter.

In the philosophical and theological vision of the human being and of creation which I have presented, it is clear that the human person, endowed with reason and knowledge, is not an external factor to be excluded. While human intervention on plants and animals is permissible when it pertains to the necessities of human life, the Catechism of the Catholic Church teaches that experimentation on animals is morally acceptable only “if it remains within reasonable limits contributes to caring for or saving human lives”. The Catechism firmly states that human power has limits and that “it is contrary to human dignity to cause animals to suffer or die needlessly”. All such use and experimentation “requires a religious respect for the integrity of creation”. If we reflect on the proper relationship between human beings and the world around us, we see the need for a correct understanding of work; if we talk about the relationship between human beings and things, the question arises as to the meaning and purpose of all human activity.

The Synod noted that today the changes taking place in these great spaces and the culture which they create are a privileged locus of the new evangelization. This challenges us to imagine innovative spaces and possibilities for prayer and communion which are more attractive and meaningful for city dwellers. Through the influence of the media, rural areas are being affected by the same cultural changes, which are significantly altering their way of life as well. While the earnings of a minority are growing exponentially, so too is the gap separating the majority from the prosperity enjoyed by those happy few. This imbalance is the result of ideologies which defend the absolute autonomy of the marketplace and financial speculation. Consequently, they reject the right of states, charged with vigilance for the common good, to exercise any form of control.

May our struggles and our concern for this planet never take away the joy of our hope. There are certain environmental issues where it is not easy to achieve a broad consensus. Here I would state once more that the Church does not presume to settle scientific questions or to replace politics. But I am concerned to encourage an honest and open debate so that particular interests or ideologies will not prejudice the common good. This does not mean being opposed to any technological innovations which can bring about an improvement in the quality of life. But it does mean that profit cannot be the sole criterion to be taken into account, and that, when significant new information comes to light, a reassessment should be made, with the involvement of all interested parties.

There remains a need, however, to ensure that these associations actively participate in the Church’s overall pastoral efforts. The Church acknowledges the indispensable contribution which women make to society through the sensitivity, intuition and other distinctive skill sets which they, more than men, tend to possess. I think, for example, of the special concern which women show to others, which finds a particular, even if not exclusive, expression in motherhood. I readily acknowledge that many women share pastoral responsibilities with priests, helping to guide people, families and groups and offering new contributions to theological reflection. But we need to create still broader opportunities for a more incisive female presence in the Church. Because “the feminine genius is needed in all expressions in the life of society, the presence of women must also be guaranteed in the workplace” and in the various other settings where important decisions are made, both in the Church and in social structures.
An evangelized popular culture contains values of faith and solidarity capable of encouraging the development of a more just and believing society, and possesses a particular wisdom which ought to be gratefully acknowledged. This comes about both as a result of a loss of awareness of the originality of Gospel morality and as a result of an eclipse of fundamental principles and ethical values themselves. Today's widespread tendencies towards subjectivism, utilitarianism and relativism appear not merely as pragmatic attitudes or patterns of behaviour, but rather as approaches having a basis in theory and claiming full cultural and social legitimacy. This separation represents one of the most acute pastoral concerns of the Church amid today's growing secularism, wherein many, indeed too many, people think and live "as if God did not exist". We are speaking of a mentality which affects, often in a profound, extensive and all-embracing way, even the attitudes and behaviour of Christians, whose faith is weakened and loses its character as a new and original criterion for thinking and acting in personal, family and social life.
Social institutions do not of themselves guarantee, as if automatically, the common good; the internal “renewal of the Christian spirit” must precede the commitment to improve society “according to the mind of the Church on the firmly established basis of social justice and social charity”. Having entered into The Third Millennium of the Christian era, the lay faithful will open themselves, through their witness, to all people with whom they will take on the burden of the most pressing calls of our time. The Church's social doctrine must become an integral part of the ongoing formation of the lay faithful.
By fulfilling these responsibilities, the lay faithful put the Church's social teaching into action and thus fulfil the Church's secular mission. The first recipient of the Church's social doctrine is the Church community in its entire membership, because everyone has social responsibilities that must be fulfilled. The conscience is called by this social teaching to recognize and fulfil the obligations of justice and charity in society. This doctrine is a light of moral truth that inspires appropriate responses according to the vocation and ministry of each Christian. In the tasks of evangelization, that is to say, of teaching, catechesis and formation that the Church's social doctrine inspires, it is addressed to every Christian, each according to the competence, charisms, office and mission of proclamation that is proper to each one. In some places, cooperatives are being developed to exploit renewable sources of energy which ensure local self-sufficiency and even the sale of surplus energy.
Conservative rabbi Alan Lew has emphasized meditation playing an important role in the process of teshuvah . Jewish Buddhists have adopted Buddhist styles of meditation. Jainism uses meditation techniques such as pindāstha-dhyāna, padāstha-dhyāna, rūpāstha-dhyāna, rūpātita-dhyāna, and savīrya-dhyāna. In padāstha dhyāna one focuses on a mantra.
It is essential that the growth of democratic life begin within the fabric of society. The progressive expansion of social initiatives beyond the State- controlled sphere creates new areas for the active presence and direct action of citizens, integrating the functions of the State. This important phenomenon has often come about largely through informal means and has given rise to new and positive ways of exercising personal rights, which have brought about a qualitative enrichment of democratic life. The Church sees as a sign of hope “a growing public opposition to the death penalty, even when such a penalty is seen as a kind of ‘legitimate defence' on the part of society.
What we are looking for is “what the Lord has to say in this or that particular circumstance”. Preparation for preaching thus becomes an exercise in evangelical discernment, wherein we strive to recognize – in the light of the Spirit – “a call which God causes to resound in the historical situation itself. In this situation, and also through it, God calls the believer”. This insidious worldliness is evident in a number of attitudes which appear opposed, yet all have the same pretence of “taking over the space of the Church”.
